[STRUCTURE]
Clearance Hierarchy
Every member of the GIA holds a clearance level. Clearance determines what you see, where you base, and who answers to you. It is earned through fieldwork and loyalty — never purchased, never gifted. Demotion is one mistake away. Clearance is earned, never given.
L12SOVEREIGN
Emperor
Sovereign of the GIA. The agency exists by his will and acts in his name. Final authority on war, peace, doctrine, and succession. There is one Emperor. The throne is not vacant.
